State Housing Plan 2026-2030: A Crucial Opportunity Requiring Greater Ambition, According to APCEspaña

The future of housing in Spain will be decided in the coming years, and the announcement of a new State Housing Plan for the period 2026-2030 has generated a mixture of optimism and caution in the sector. The Spanish Construction Developers Association (APCEspaña) has welcomed the draft plan presented by the Ministry of Housing and Urban Agenda, recognizing the need for a coordinated strategy. However, its assessment is accompanied by a call for ambition and the implementation of structural measures.

APCEspaña, which has actively participated in the public consultation phase, stresses that the success of this plan will depend on its ability to go beyond direct aid and address the root of the problems which prevent a significant increase in the housing supply, both for sale and for rent.

From the promoters' perspective, it is crucial that the new plan contemplates ambitious tax incentives. They propose, for example, the application of a Super-reduced VAT 4% to housing intended for affordable rent, as well as tax breaks for landlords who keep their properties in this market. Measures like these, they argue, would make investment more attractive and help boost the supply of affordable rental properties.

Another fundamental pillar of their proposal is the promotion of a real and effective public-private collaboration. For this formula to work, it is necessary to reduce bureaucracy, streamline the granting of licences, and ensure a stable and predictable legal framework that gives long-term investors confidence.

The plan must also address the Refurbishment of the existing housing stock. APCEspaña supports aid for rehabilitation, but insists on the need to simplify procedures so that these reach citizens and owner communities more effectively, contributing to the improvement of energy efficiency and accessibility.

Regarding Flexible Accommodation, Although the plan focuses on long-term housing, measures that encourage a greater supply of new and affordable housing could indirectly reduce pressure across the entire market, allowing for more harmonious coexistence between different residential models.

APCE's valuation is clear: the new State Housing Plan is an opportunity not to be missed. But for it to be truly transformative, it needs to be accompanied by a strong political willAdequate budgetary provision and a constant dialogue with all the actors in the sector, with the common goal of making housing access a reality for all citizens.
