The Andalusian Regional Government approves the initiation of the draft bill for the Sustainable Tourism Law.. This new regulation seeks to managing, planning and promoting sustainable tourism in the region, taking into account environmental, economic and social sustainability.

Andalusia seeks to lead a new tourism model which is based on the sustainabilitythe digitisation and the quality. The aim is to give prestige to the present and transform the future of the sector, respecting the Andalusian identity, protecting its legacy and generating opportunities based on sustainability. The aim is to consolidate tourism as a key sector for the economy and job creation in Andalusia.

The new law introduces the concept of tourism policy and creates the Observatory for Local Tourism Sustainability. It also introduces a new category of planning instruments, the unique planning instrumentsThe following are some of the tools used to adapt the planning activity to the needs and opportunities of the destinations and the tourism sector, including tourism plans for rural areas.

As for the dwellings for tourist useIt is made explicit that they must be developed on land with a specific tourist use other than residential, although compatible with it. It will require a licence o responsible declaration of change of use before the local council in order to use a property for this purpose. They are expressly included in the regulation as a tourist accommodation service and reference is made to the necessary planning and development, mentioning the basic principles of registration and the responsible declaration as necessary elements for marketing and starting the activity.

The importance of the principles of hospitality y coexistenceas well as specific reporting obligations for companies, including platforms and marketers of tourism services. The consideration of clandestine activity and illegal supply is regulated in greater detail.

The focus is on tourism competitiveness through promotion, quality and innovation actions. Promotion shall be based on co-governance with local authorities, social partners and business associations.

Finally, it includes a management model based on the intelligent data management and the transfer of knowledge, defining the smart destinations and R&D&I actions in the field of tourism.
